Michigan Finance Authority — Detroit Public Lighting Authority Completes Historic Bond Deal

The Michigan Finance Authority (“MFA”), in partnership with the Public Lighting Authority of the City of Detroit (“PLA”), today finalized a $60 million bond issue to fund the initial phase of lighting system improvements in Detroit. The bonds, issued through the MFA’s Local Government Loan Program and placed with Citibank, N.A., will carry a floating interest rate.

Nearly half of the street lights are broken in two Detroit neighborhoods that are part of study to improve lighting throughout the city, the city’s Public Lighting Authority announced today.
The authority studied 4,939 streetlights in the two neighborhoods during the last month and found that 2,211 of them, or about 45%, are not working. The streetlights studied represent less than 6% of all the lights in Detroit.

The survey results were released Tuesday about a month after the authority launched the initial phase of two pilot projects as it works on a comprehensive plan to relight the city.

The Public Lighting Authority of Detroit on Tuesday said a block-by-block review of street lights in two Detroit neighborhoods has revealed that nearly 45 percent of them aren’t working.
The survey was the first phase of two pilot projects that the authority launched as it begins its work to provide reliable street lights in the city. There are about 88,000 streets lights in the city.

The Public Lighting Authority (PLA) of Detroit performed a block-by-block review of street lights in two Detroit neighborhoods and found nearly 45 percent of the street lights in those two areas of the city that are not working.
A total of 4,939 lights were surveyed in the two areas, with 2,211, 44.8 percent, not working. The east side of an area with boundaries of Eight Mile, Kelly Rd., Hoover and Houston Whittier, has a total of has a total of 3,194 lights, with 1,777 lights working and 1,417 not working.

Some Detroit residents will begin seeing new streetlights in their neighborhoods starting early next month.
The Detroit Public Lighting Authority announced today the pending streetlight construction and installation, along with results of a review of the lights in those neighborhoods.
